Recommendation by the Office of the City Clerk:

 

1.         Planning Commission - two vacancies

            a.         Councilmember Bankhead direct appointment for a term                                   ending 12-31-10.

            b.         Mayor Nelson direct appointment for an unexpired term                          ending 12-31-08.

 

2.         Library Board of Trustees - one vacancy

            a.         Councilmember Keller direct appointment for a term ending                              12-31-10.

 

3.         Redevelopment Design Review Committee – one vacancy

            a.         Councilmember Bankhead direct appointment for a term                                   ending 12-31-10.

 

4.         Ratify direct appointments.

2.                  SECOND READING AND ADOPTION OF ORDINANCE NOS. 3100, 3101, 3102, 3103, 3104, 3105, 3106, AND 3107

Recommendation by the Office of the City Clerk:  Have second reading by title only and adopt Ordinance Nos. 3100, 3101, 3102, 3103, 3104, 3105, 3106, and 3107.

ORDINANCE NO. 3100 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, AMENDING CHAPTER 13.20 OF THE FULLERTON MUNICIPAL CODE BY ADOPTING BY REFERENCE THE 2007 CALIFORNIA FIRE CODE WITH LOCAL AMENDMENTS, AND INCORPORATING BY REFERENCE THE 2006 INTERNATIONAL FIRE CODE WITH CALIFORNIA AMENDMENTS, AS CODIFIED WITHIN PART 9, TITLE 24 OF THE CALIFORNIA CODE OF REGULATIONS

ORDINANCE NO. 3106 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, AMENDING TITLE 14 OF THE FULLERTON MUNICIPAL CODE TO ADOPT THE 1997 EDITION OF THE UNIFORM HOUSING CODE AS THE FULLERTON HOUSING CODE

ORDINANCE NO. 3107 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, AMENDING TITLE 14 OF THE FULLERTON MUNICIPAL CODE TO ADOPT THE 2007 EDITION OF THE CALIFORNIA ENERGY CODE AS THE FULLERTON ENERGY CODE

3.                  RENEWAL OF CONSULTANT AGREEMENT WITH WEC CORPORATION

Recommendation by the Engineering Department:  Authorize the Director of Engineering to renew the agreement with WEC for contract administration and construction inspection services in a form approved by the City Attorney.

4.                  LEMON STREET RECONSTRUCTION - ORANGEFAIR AVENUE TO FREEDOM AVENUE

Recommendation by the Engineering Department:

(1)               Approve plans and specifications for the Lemon Street Reconstruction from Orangefair Avenue to Freedom Avenue.

(2)               Approve a budget transfer in the amount of $50,000.

(3)               Award the construction contract for the Lemon Street Reconstruction project from Orangefair Avenue to Freedom Avenue to All American Asphalt in the amount of $1,325,000.

5.                  COOPERATION AGREEMENT BETWEEN THE FULLERTON REDEVELOPMENT AGENCY, JMI REALTY, AND THE MORGAN GROUP FOR PROPOSED ACQUISITION OF PROPERTY IN THE FULLERTON TRANSPORTATION CENTER PARKING AREA

Recommendation by the Redevelopment and Economic Development Department:  Approve the proposed Agreement between the Agency and JMI/Morgan and authorize the Executive Director to execute the Agreement.

6.                  USE OF ASSET SEIZURE FUNDS

Recommendation by the Police Department:  Increase appropriations from the asset seizure fund balance to fund the replacement of the sally port gates.

7.                  URBAN AREA SECURITY INITIATIVE

Recommendation by the Police Department:  Approve participation in the Urban Area Security Initiative that would provide a Portable Law Enforcement License Plate Recognition System for use by the Police Department.

8.                  HOUSING POLICY REVIEW FOR THE EXPENDITURE OF AVAILABLE HOUSING FUNDS

Staff is seeking policy direction from the City Council/Agency regarding the future expenditure of available housing funds including redevelopment set-aside, HOME and partial CDBG funds and what type and where the housing funds should be spent in the city.

Recommendation by the Redevelopment and Economic Development/Community Development Departments:

Receive the presentation including staff recommendations for future direction, take public comment and provide policy direction regarding future expenditure of available housing funds.
