16.             APPROVAL OF COMPREHENSIVE REDEVELOPMENT CONSULTING SERVICES FOR THE PREPARATION OF AN AMENDMENT TO THE FULLERTON MERGED REDEVELOPMENT PROJECT AREA

RESOLUTION NO. 9949 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON ADOPTING RULES AND REGULATIONS TO BE USED IN THE IMPLEMENTATION OF THE CALIFORNIA RELOCATION ASSISTANCE ACT AND THE FEDERAL UNIFORM RELOCATION ASSISTANCE AND REAL PROPERTY ACQUISITION POLICIES ACT OF 1970, AS AMENDED

PUBLIC HEARINGS (Items 19 through 20) Pursuant to California Government Code Section 65009, if you challenge the decision of the City Council/Redevelopment Agency in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Fullerton at, or prior to, the public hearing.

19.             PRJ03-00804/ZON03-00071 SOCO WALK OVERHEAD UTILITIES AND SOUTHERN CALIFORNIA EDISON TRANSFORMERS

Due to the unexpectedly high cost of undergrounding the overhead distribution lines at "SOCO Walk", and after considering the limited aesthetic improvement it provides, applicant is requesting that Council consider alternate off-site improvements that could provide a more immediate community benefit.

Recommendation by the Community Development Department: 

Adopt Resolution No. 9952 amending the conditions of approval for Major Development Project ZON03-00071, requiring off-site improvements that include undergrounding of overhead utility lines in the public alley, reconstructing the public alley relocating seven transformers, constructing improvements on the north and east sides of the SCE substation that include landscaping, sidewalks and screening, and the repair and resurfacing of pavement on Truslow Avenue, Walnut Avenue and Walnut Way, in lieu of undergrounding existing high voltage distribution lines that traverse the site.

RESOLUTION NO. 9952 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON AMENDING THE CONDITIONS OF APPROVAL FOR MAJOR DEVELOPMENT PROJECT ZON03-00071 ON PROPERTY BOUNDED BY HARBOR BOULEVARD, EAST WALNUT AVENUE, WALNUT WAY, AND EAST TRUSLOW AVENUE, AND INCLUDING A PORTION OF EAST TRUSLOW AVENUE

20.             PRJ07-00366/ZON07-00088 101 S. HARBOR BOULEVARD

Council is requested to review a Major Development Project, to operate a restaurant greater than 1,500 sq. ft. in gross floor area with a Type 47 (on-sale general) ABC License.

RESOLUTION NO. 9953 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON DENYING A MAJOR DEVELOPMENT PROJECT, AS REQUIRED UNDER ORDINANCE 3096, PROPOSING A RESTAURANT GREATER THAN 1,500 SQUARE FEET IN GROSS FLOOR AREA WITH A TYPE 47 (ON SALE-GENERAL) ABC LICENSE ON PROPERTY LOCATED AT 101 SOUTH HARBOR BOULEVARD

21.             AGREEMENT TO PLAN AND SOLICIT REQUESTS FOR PROPOSAL WITH THE FULLERTON HISTORIC THEATRE FOUNDATION AND FOX BLOCK REQUEST FOR PROPOSALS

This item consists of an Agreement to Plan and Solicit Requests for Proposal with the Fullerton Historic Theatre Foundation and draft Request for Proposals for the Fox Block.

Recommendation by the Redevelopment and Economic Development Department:

Approve the Agreement to Plan and Solicit Requests for Proposals with the Fullerton Historic Theatre Foundation and authorize Agency's Executive Director to finalize draft Request for Proposals in consultation with the Foundation

22.             LEAGUE OF CALIFORNIA CITIES - 2007 ANNUAL CONFERENCE RESOLUTIONS

The League of California Cities will hold its 2007 Annual Conference in Sacramento September 5-8.  As a course of business at the Annual Conference League members consider and take action on resolutions that establish formal League policy. Four proposed League resolutions have been offered for Council's consideration.

Recommendation by the Administration Department: 

Consider the proposed League resolutions and provide direction to the Council's designated voting representative and alternate.

23.             DISPOSITION OF AN UNIMPROVED ALLEY EAST OF 800-848 GRANDVIEW DRIVE

Staff has received a request to provide full alley improvements behind the properties located from 800 through 848 Grandview Drive.

Recommendation by the Engineering Department: 

Provide direction to staff.

24.             CITYWIDE ADULT CROSSING GUARDS - MEMORANDUM OF AGREEMENT WITH FULLERTON SCHOOL DISTRICT

Council is requested to consider and approve a Memorandum of Agreement with the Fullerton School District regarding the citywide adult crossing guard program.

Recommendation by the Administration Department: 

Consider and approve the Memorandum of Agreement with the Fullerton School District.

25.             DOWNTOWN EVENT FUNDING REQUESTS

Redevelopment Agency is requested to consider proposals from non-profit, community organizations for Agency financial assistance to support special events planned in the Downtown area during FY 2007-08.

Recommendation by the Redevelopment and Economic Development Department: 

Consider requests and award funding assistance at Agency's discretion.
