CONSENT CALENDAR (Items 1 through 2) All matters listed under Consent Calendar are
considered routine and will be enacted by one motion. There will be no separate discussion of these
items prior to the time of voting on the motion unless members of the Council,
staff, or public request specific items be discussed and/or removed from the
Consent Calendar for separate action.

LA
VISTA HIGH SCHOOL ENCROACHMENT PERMITS
Staff is requesting consideration to allow construction activities in
the public right of way and connection to City owned and operated utilities as
they relate to the La Vista Continuation High School at

That said issuance is contingent upon the
following conditions:
a.
The
District provide an irrevocable offer of dedication to the City for the
construction of a southbound right turn lane on
b.
The
dimensions of the turn lane included in the Offer of Dedication shall be determined
by City.
c.
The
District and City will conduct an annual joint traffic study to determine if
the right turn lane is necessary based on delays, traffic flow, intersection
capacity and notable changes in accident history at this location.
d.
The
traffic studies shall be conducted on an annual basis unless both parties agree
in writing to waive same based on professional judgment that there is no
substantial variation from the prior year.
e.
At such
time it is determined that the turn pocket is necessary, the City will accept
the dedication and initiate the design and construction of same.
f.
The
design of the turn pocket will generally follow the attached concept plan.

FULLERTON
TRANSPORTATION CENTER MASTER PLAN
Staff is seeking Agency approval to proceed with preparation of a
Specific Plan and an appropriate environmental document as required by the
California Environmental Quality Act (CEQA) for the
Recommendation by the Redevelopment and Economic Development Department:
Receive the presentation of the Framework Plan prepared by Johnson/Fain
and after discussion, authorize staff and JMI/Morgan, the Agency's developer
partner, to proceed with preparation of a Specific Plan and appropriate CEQA
document pursuant to the Framework Plan.

FULLERTON
TRANSPORTATION CENTER - PROPOSED SOUTHERN CALIFORNIA RAILROAD EXPERIENCE
Staff is seeking policy direction from the Agency Board concerning
whether staff and the Agency's developer partner, JMI/Morgan Group, should
continue to include the proposed Southern California Railroad Experience (SCRX)
as an element of a Specific Plan for the Fullerton Transportation Center
Planning Area.
Recommendation by the Redevelopment and Economic Development Department:
After receiving the staff/developer presentation and public comment,
provide policy direction whether the proposed SCRX museum should be included as
an element of a Specific Plan for the Fullerton Transportation Center Planning
Area.
