Recommendation by the Office of the City Clerk:  Approve the April 17, 2007 City Council/Redevelopment Agency Regular Meeting Minutes.

2.                  SECOND READING AND ADOPTION OF ORDINANCE NO. 3088, ZONE CHANGE - 1600 WEST COMMONWEALTH

Recommendation by the Office of the City Clerk:  Have second reading by title only and adopt Ordinance No. 3088.

ORDINANCE NO. 3088 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, APPROVING A CHANGE OF THE ZONE DESIGNATION FROM "GENERAL INDUSTRIAL" (M-G) TO "LIMITED DENSITY MULTIPLE-FAMILY RESIDENTIAL" (R-3) ON PROPERTY LOCATED AT 1600 WEST COMMONWEALTH AVENUE

3.                  CONFLICT OF INTEREST CODE - DESIGNATED POSITIONS

Recommendation by the Office of the City Clerk:  Adopt Resolution No. 9911.

4.                  UPPER ACACIA RESERVOIR SLOPE IMPROVEMENTS

(1)               Approve plans and specifications for the Upper Acacia Slope Improvements project.

(2)               Waive the informality of the low bid and award the construction contract for the Upper Acacia Slope Improvements to Land Forms Landscape Construction, Inc. in the amount of $474,331.

5.                  LEMON STREET SIDEWALK AND LANDSCAPE IMPROVEMENT - CHAPMAN AVENUE TO BERKELEY AVENUE

(2)               Approve a budget transfer from Redevelopment Bond proceeds increasing the project in the amount of $251,000.

6.                  WATER MAIN REPLACEMENT PROGRAM 2006-2007/SEWER LINE REPLACEMENT

Recommendation by the Parks and Recreation Department:  Approve an agreement with the Fullerton Elementary School District that will permit the City to install and maintain athletic field lights and make associated field improvements at Richman School.

12.             PROPOSED TWO-YEAR BUDGET FOR FISCAL YEARS 2007-08 AND 2008-09

This item is to seek Council referral of the 2007-08 and 2008-09 budget to City commissions and committees for comment, and to schedule the public hearings on the budget.

Recommendation by the Administrative Services Department:

Receive the Proposed 2007-09 Budget, refer the document to the City's commissions and committees for comment, and schedule the public hearings on the budget for June 4 and June 5, 2007.

13.             ORDINANCE IMPLEMENTING STATE ASSEMBLY BILL 2987

In January 2007, the State of California's new state video franchising statute became effective.  This ordinance adopts the provisions of Assembly Bill 2987.

Recommendation by Administration:

Have first reading by title only and introduce Ordinance No. 3089.

PUBLIC HEARINGS (Item 14)  Pursuant to California Government Code Section 65009, if you challenge the decision of the City Council/Redevelopment Agency in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Fullerton at, or prior to, the public hearing.

14.             2007 ONE-YEAR ACTION PLAN

Each year the City Council is requested to approve the One-Year Action Plan (Plan).  The Plan includes Community Development Citizens' Committee funding recommendations for the City's CDBG Program.

(1)               Provide direction to staff regarding the funding options for the Community Preservation Officer position.

(2)               Approve the 2007 One-Year Action Plan.

(3)               Approve the 2007-08 Community Development Block Grant Program budget.

(4)               Approve the proposed 2007-08 HOME Investment Partnership Program as detailed in the 2007-08 One-Year Action Plan.

(5)               Authorize staff to submit the 2007-08 One-Year Action Plan to the Department of Housing and Urban Development requesting $1,557,385 in Community Development Block Grant funds and $747,048 in HOME Investment Partnership funding.

(6)               Authorize the Community Development Director to execute the 2007-08 Community Development Block Grant agreements with the approved non-profit agencies.
