9.                  CALIFORNIA OBESITY PREVENTION PLAN LOCAL PARTNER

The State of California released the "California Obesity Prevention Plan" to address the current obesity epidemic and guide public and private sector agencies in their efforts.  As part of the Plan, local agencies are encouraged to identify appropriate local partner agencies to implement various aspects of the Plan.  The Fullerton Collaborative recently contacted the City and is seeking to be Fullerton's designated local agency.

Recommendation by Administration:

Adopt Resolution No. 9903.

RESOLUTION NO. 9903 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, TO SUPPORT THE CALIFORNIA OBESITY PREVENTION PLAN

10.             LIONS FIELD CONCEPT PLAN/HILLCREST PARK

Staff has worked with Pop Warner Football and Fullerton Hills Softball to prepare a consensus concept plan for the renovation of the Lions Field athletic complex.

Recommendation by the Parks and Recreation Department:

Approve the Lions Field (at Hillcrest Park) concept plan and direct staff to hire a design consultant to prepare construction plans, specifications and bid documents.

11.             GILMAN PARK IMPROVEMENTS

Gilman Park has experienced years of decline due to poor design, lack of maintenance, and its isolated location.  In response to declining conditions at the park and to address residents' safety concerns, most of the old wood play equipment in the park has been removed.  Staff has prepared a concept plan to create a new playground area and to install new playground equipment.

Recommendation by the Parks and Recreation Department:

Approve the Gilman Park concept plan and direct staff to work with the park neighbors to replace the removed play equipment.

Staff is requesting consideration of a request for a minor development project to remodel an existing +/- 6,000 sq. ft. commercial building to create five restaurant tenant spaces and plaza space while removing all on-site parking on property in the restaurant overlay district.
